Decreto 2067 de 1991, el cual dispone que se rechazarán las demandas que recaigan sobre normas amparadas por una sentencia que hubiere hecho tránsito a cosa juzgada, en este sentido, la Corte Suprema de Justicia anteriormente declaró exequible el artículo 17 de la Ley 20 de 1972.
